Initial Project Schedule

The initial schedule submittal is an important legal document with far-reaching contractual implications. It’s especially intimidating If you don’t have years of experience with P6 and the intricacies of the Army Corps’ (USACE), or Navy’s (NAVFAC) scheduling specification. Add to that you can’t get paid for anything other than bond and can’t even mobe onsite until the IPS is approved. That approval not only depends on the schedule meeting the numerous criteria, but also requires a very well-defined set of reports that can be challenging as well. Cassell Consulting has over 40 years in the construction industry, with 20 years training contractor personnel and managing schedules for Department of Defense and other government projects.

Schedule Updates

Once the IPS is approved, submitting schedule updates is the key to getting paid. Each progress update is subject to the same level of intense scrutiny as the initial schedule. However once you’ve developed a compliant IPS, it’s really all downhill from there. Knowing how to correctly status progress on activities will get you paid on time every month, maintaining positive cash flow. In fact, once the schedule is properly cost-loaded and approved, all you need to do is walk the job with the contacting officer, schedule in hand, and agree on percent complete of each scheduled activity. Invoice accordingly and your pay app is done, eliminating the uncertainties and arbitrary judgment calls that can make monthly invoicing an exercise in fortune-telling.

Schedule Time Extensions & Disputes

If Claims or scheduling disputes are the problem, courtroom tested Time Impact Analysis techniques are the answer. A good initial schedule updated regularly, along with accurate and consistent daily reporting is the key to approval of crucial time extensions when needed. T.I.A.’s (Time-Impact-Analysis) compare the most recent versions of the project schedule with as-planned versions side-by-side, to illustrate the impact on the timeline of an action or series of actions. Our consulting services and training using “fragnets” (mini-schedules or network fragments) will substantiate your case, to get you paid for your legitimate claim and extra time on the project.
